Xenophon was part of a public outreach project to determine the most effective methods for educating communities about water rates across more than 50,000 U.S. public water utilities. Xenophon adopted a case study approach on the most effective (or, as some cases showed, least effective) manner to maintain water rate structures that were reflective of a water system’s needs over time, and to learn how those agencies were able to work with their communities to build awareness for system improvements and ultimately, support for rate increases. The report was part of the association’s education and training outreach.
